If the NASCAR COT was meant to save teams money, why not have just one engine program?

Wouldn’t it save teams tons money if NASCAR opted for just one engine for both the regular tracks as well as the SuperSpeedways like Daytona and Talladega. They could reduce the size and mandate other components to restrict the horsepower and just build one engine. I’m sure this would save money and increase competition.
